Registering Manufactured Homes in Blount County

Manufactured homes are governed according to the Code of Alabama 1975, Title 40 Chapter 12, and Section 255. ALL manufactured homes must be registered within 30 days of purchase or coming into the State of Alabama. Failure to register, renew, or display a current manufactured home decal will result in a citation with penalties.

In Blount County, manufactured homes are registered in the Assessing and Collecting Office of the Revenue Commissioner’s Office. For information on assessing a commercial mobile, portable, or permanent modular unit, please click here.

The following information is required to register a Manufactured Home:

New Manufactured Home:
● Bill of Sale showing Sales Tax collected
● Alabama Certificate of Title Application

Used Manufactured Home purchased from Dealer:
● Bill of Sale showing Sales Tax collected (If no Title due to age, Bill of Sale MUST include VIN, year, make, model, length, width, and color)
● Alabama Certificate of Title Application (models 20 years or newer require a title)

Used Manufactured Home purchased from Individual:
● Bill of Sale (If noTitle due to age, Bill of Sale MUST include VIN, year, make, model, length, width, and color)
● Certificate of Title signed by Seller & Buyer (models 20 years or newer require a title)
● Sales Tax Receipt from Motor Vehicle Office

Manufactured Home relocated by Owner:
● Relocating from Out-of-State:
○ Certificate of Title (models 20 years or newer require a title)
○ Current Registration
● Relocating from another Alabama county:
○ Certificate of Title (models 20 years or newer require a title)
○ Current Registration
○ Move Permit

If the manufactured home and land are titled in the same name, and will be occupied by the owner as his primary residence, the manufactured home will be assessed as real property and the owner can apply for a Homestead Exemption. The manufactured home decal will be issued when the property taxes are paid annually between October 1 and December 31. Delinquent fees and penalties apply after December 31st. Contact the Assessing and Collecting Office for registration.

If the manufactured home and land are NOT titled in the same name, the manufactured home is required to be registered through the Registration Program. You must renew your registration annually between October 1 and November 30 to be issued a current decal. Registration Fees are based on age and size of the manufactured home. Delinquent fees apply after November 30th. Contact the Assessing and Collecting Office for registration.
Annual Registration Fees for Manufactured Homes located on land with different ownership:
● Starting at $24 – Owner Occupied Single Wide
● Starting at $48 – Owner Occupied Double Wide or larger
● Starting at $48 – All Other Single Wide Manufactured Homes
● Starting at $96 – All Other Double Wide or larger Manufactured Homes
There is an additional $5 Issuance Fee for each decal issued.

Move Permit
Move permits are required by law to be presented before registering your manufactured home in another Alabama county. Before a manufactured home is moved on Alabama highways, a Move Permit must be obtained from the Assessing and Collecting Office of the Revenue Commissioner’s Office. The permit fee is $10 for each manufactured home being transported.*Note: Manufactured Home dealers are not required to obtain a move permit when moving a manufactured home which is part of the dealer’s inventory. Before the Move Permit can be issued by the Assessing and Collecting Office, registration fees and ad valorem taxes must be current. Any person moving a manufactured home without a Move Permit shall be issued a traffic citation and shall be guilty of a Class C misdemeanor. Manufactured Home Exemptions
To qualify for an exemption on your manufactured home, you MUST be the owner and reside in the manufactured home. Regardless of an exemption, a $5 issuance fee for each decal will be due each year at time of renewal.

Sales Tax on Manufactured Homes
In order to register a manufactured home, the purchaser must provide proof the sales tax has been collected. The Assessing and Collecting Office will accept a Bill of Sale showing Sales Tax collected or a Sales Tax Receipt from the Motor Vehicle Office. Sales tax will be collected based on the purchase price.

State law specifies the current manufactured home decal should be clearly visible, displayed on the right side of the manufactured home, facing the road, as proof the taxes are paid. Please contact our License Inspector regarding questions about displaying a decal on a manufactured home.

Failure to register, renew, or properly display a decal for a manufactured home in the state of Alabama is non-compliant and will result in a citation with penalties.
